The fact that he'd overstayed his visa is hardly justification for shooting him unless you have a very 'robust' attitude to law enforcement; deportation might have been a better option.the Brazilian was an illegal immigrant running from the police, and was warned to stop by armed police, he kept running and got shot. Tough shit.
The official report into the shooting is that he was taken by surprise (ie without any warning) whilst sitting in a tube carriage; kinda hard to run whilst being held down, I would have thought. Don't let facts interrupt you, though.
