You have just answered your own question Derek.Um...you did. The phrase "when the hedge comes down" would seem to be self evident. If you were talking about trimming it then you would have said so.... ergo, the hedge is about to removed.
If your farmer has signed up to the Environmental Stewardship Scheme (e.g. the ELS) then I'd be surprised if she (?) would agree to the removal of the hedge as it's a) a natural field boundary and b) the ELS pays them to maintain hedgerows.

Managing the environment is a way of saying I’m pulling this tree down as it’s blocking the view from my new build house but I’ll take it down in a responsible manner which actually means responsible for removing wildlife’s habitat/ food etc.
